Paroo is a block in the western part of Muzaffarpur district with about 3.6 lakh residents at the 2011 Census, an economy built on farming, and a proposed industrial area of roughly 700 acres near the under-construction Patna–Bettiah highway. For food businesses here the FSSAI number is increasingly asked for by wholesalers, banks and government schemes, not only by the food safety officer.

FSSAI registration in Paroo: which licence you need

For a small food business in Paroo the requirement is the basic FSSAI registration. Since 1 April 2026 it covers any food business with turnover up to ₹1.5 crore a year — which includes almost every shop, stall, mill and home kitchen in a rural block. The application is made online with an identity proof, a photograph and proof of the premises, and the certificate carries a 14-digit number to be displayed at the place of business.

Registrations and State licences for premises in Bihar are granted by the state’s food safety authority through its designated officers; Central licences are issued by FSSAI’s own regional office. In every case the application, fee payment and certificate are on the FoSCoS portal, so no visit to the office is normally required.

The food trade in Paroo and what the law asks of it

Almost every food business in Paroo falls within the basic registration tier: kirana and general stores in the block bazaar and village chowks, sweet and tea shops, small flour and rice mills that grind for local households, and dairy collection points. With the registration limit raised to ₹1.5 crore of turnover from April 2026, very few here need a State licence at all. The practical gap is that many shops have never applied — and wholesalers in Muzaffarpur and government schemes increasingly ask for the number.

Kirana and general stores

Basic registration as a retailer, with the certificate displayed and expired stock kept off the shelf.

Sweet and tea shops

Registered as small food-service or manufacturing units, since they prepare what they sell.

Atta chakki and rice mills

Custom grinding for households and packed sale under a name are different activities; the second needs a label too.

Category and conditions, by type of food business

Kirana & General Stores. A grocery store’s duties under food law are mostly about what sits on its shelves. Food must be bought from registered or licensed suppliers, kept apart from soaps, detergents and pesticides, and sold within its date. Edible oil is to be sold only in sealed, labelled packs rather than loose from a tin. The registration certificate, or the food safety display board, should be visible to customers.

Sweet Shops & Dairies. Sweet shops are sampled most in the weeks before Holi, Diwali and Chhath, and the usual failures are predictable: adulterated or old khoya, non-permitted colours, and frying oil used too many times. A shop must display whether its sweets are made in ghee, vanaspati or oil, and show a “best before” date for loose sweets. Workers handling food need a yearly medical check.

Food Processing Units. What a processing unit prints on its pack is regulated as closely as what goes into it. The label must carry the name of the food, the ingredient list, nutritional information, the vegetarian or non-vegetarian mark, net quantity, batch number, the dates of manufacture and expiry or “use by”, the maker’s name and address, and the FSSAI logo with the licence number. Claims such as “natural”, “fresh” or “no added sugar” are allowed only where the product meets the conditions set for them.

Why the category and conditions matter

  • When a sample fails, the shopkeeper is protected only if he can show a bill from a licensed supplier.
  • A failed festival-season sample can mean a fine and prosecution, whether or not the shop was registered.
  • A product that is perfectly safe can still be seized and penalised as misbranded because of its label.
  • Operating a food business without a registration or licence is an offence under the Food Safety and Standards Act, with penalties that can run into lakhs of rupees.
  • Licences now continue without renewal, but missing the annual fee or return leads to automatic suspension.

Questions about FSSAI registration in Paroo

You apply online on the FoSCoS portal, and the registration is granted by the registering authority for your area under Bihar’s food safety department. You do not need to travel to Muzaffarpur or Patna; the certificate is downloaded from the portal once approved.

Food safety rules require edible oil to be sold in sealed, labelled packs, because loose oil is the easiest to adulterate. A shop selling oil loose is at risk in an inspection. Small packs and pouches from a licensed packer are the lawful way to serve customers who buy in small quantities.

Yes. Sweet shops and eateries are required to display a notice stating which items are prepared in ghee, edible oil or vanaspati, so that customers are not misled. Loose sweets must also carry a “best before” date on the tray or container.

At the least: the name of the food, ingredients in descending order, nutritional information, the vegetarian or non-vegetarian mark, net quantity, batch or lot number, the dates of manufacture and expiry or “use by”, the manufacturer’s name and address, and the FSSAI logo with the licence number. Very small packs have some relaxations.

Under the rules in force from April 2026, registrations and licences continue without periodic renewal. Instead, the annual fee must be paid and the annual return filed; if either is missed, the licence is treated as suspended until it is set right.

Generally yes — each premises where food is handled needs its own registration or licence. A business working in more than one state also needs a Central licence for its head office.
