FSSAI registration in Surat is rarely a single application. Surat is the world’s leading diamond cutting and polishing centre and India’s largest producer of man-made fabrics, with textile markets along Ring Road, industrial estates at Sachin and Pandesara, and a workforce drawn from across the country. A brand may need one licence for its kitchen, another for a warehouse and a Central licence at its head office if it operates in several states.

Which FSSAI registration or licence a business in Surat needs

Licensing is tiered by turnover — registration up to ₹1.5 crore, State licence above that up to ₹50 crore, Central licence beyond ₹50 crore and for importers — with each premises licensed for its own kind of business. Businesses operating in more than one state also need a Central licence for the head office. From April 2026 licences do not expire, but they are suspended automatically if the annual fee or annual return is missed.

In Gujarat, as in every state, registrations and State licences are issued by the state food safety department through its designated officers and registering authorities, while Central licences come from FSSAI’s regional office. The whole process runs on the FoSCoS portal; an inspection, where ordered, is carried out by the food safety officer of the area.

Food businesses in Surat: who needs FSSAI

Surat is famous for eating out — locho, khaman, undhiyu and a street-food culture that runs late into the night — and its large migrant workforce supports thousands of messes, lunch homes and tiffin services. Snack and sweet manufacturers sell packaged products across Gujarat. Premises are licensed by the state’s food and drugs control administration, with the municipal corporation active on hygiene.

Category and conditions, by type of food business

Restaurants, Dhabas & Caterers. Each outlet is licensed on its own: a second branch, a separate kitchen that cooks only for delivery, or a banquet hall with its own kitchen needs its own registration or licence. Delivery platforms list an outlet only against an FSSAI number that matches its address, and the 14-digit number has to be printed on every bill. An eatery inside an airport or seaport comes under the Central licensing authority, whatever its size.

Street Vendors & Small Eateries. Hawkers, thela vendors, tea stalls and small snack counters fall under registration, not licensing. Under the 2026 changes, vendors holding a certificate of vending under the Street Vendors Act are treated as registered. Those without it apply in the usual way with an ID, a photograph and a description of where they sell.

Food Processing Units. A manufacturing licence comes with continuing conditions. Products must meet the standards for their category; anything outside the listed standards needs separate approval. Licensed manufacturers are expected to have their products tested by an accredited laboratory at regular intervals, keep a recall plan, and employ trained supervisors. Fortified staples carry the +F logo only if they meet the fortification standard.

Why the category and conditions matter

  • A delivery platform delists a restaurant the day its FSSAI number lapses or stops matching the address.
  • A registered vendor can join municipal vending zones, food-street schemes and bank micro-credit programmes that ask for the number.
  • A product that fails its standard in a market sample is traced back to the batch and the unit that made it.
  • Banks, landlords, marketplaces and government schemes for food units ask for the certificate as basic proof of a lawful business.
  • The FSSAI number must appear on labels, menus, invoices and at the premises — buyers and platforms check it.

From category check to certificate: our process

  1. Scoping. Activity, products, capacity and turnover are noted so that the tier and the kind of business are right the first time.
  2. Paperwork. We prepare the declaration, the product list and — for licences — the layout plan, equipment list and food safety plan with you.
  3. Filing and queries. The application is filed on FoSCoS; if the officer raises a query or schedules an inspection, we respond and guide you through it.
  4. Grant and upkeep. The licence is issued and shared; annual fee, annual return and any modification are tracked from then on.

FSSAI licence in Surat: common questions

Yes. A mess that serves meals for payment is a food business. Basic registration at the kitchen address is usually enough, and it should be displayed where the diners can see it.

Yes. Food businesses must show their 14-digit FSSAI registration or licence number on cash memos, bills and invoices, so that a customer can identify the operator and direct a complaint to the right premises.

Yes, at the basic registration level. Vendors who hold a valid certificate of vending under the Street Vendors Act are now treated as registered; others can apply online with very few documents.

Licensed manufacturers are required, as a condition of the licence, to get their products tested for the relevant chemical and microbiological parameters through a recognised laboratory at least once in six months, and to keep the reports for inspection.

Registration is the simple tier for businesses with turnover up to ₹1.5 crore. A State licence applies above that up to ₹50 crore, and a Central licence beyond ₹50 crore and for importers and some multi-state operations. These limits apply from 1 April 2026.

A basic registration is usually granted within a few days to about a week if the documents are in order. A State or Central licence can take from a few weeks to about two months, depending on queries and whether an inspection is ordered.
