Siwan is a district of north-western Bihar bordering Uttar Pradesh, on the Gorakhpur–Chhapra railway; it is the birthplace of Dr Rajendra Prasad and is known for the very large number of its residents who work in the Gulf countries. Our FSSAI service for food businesses in Siwan covers registrations, licences, modifications and annual compliance through the FoSCoS portal.

FSSAI registration in Siwan: which licence you need

The first step is always classification. FSSAI’s FoSCoS portal asks for the “kind of business” — manufacturer, repacker, wholesaler, retailer, transporter, storage, restaurant, caterer and others — and then the turnover, which fixes the tier: registration up to ₹1.5 crore, State licence up to ₹50 crore, Central licence above. One business can have more than one kind, and each premises is covered separately.

In Bihar, as in every state, registrations and State licences are issued by the state food safety department through its designated officers and registering authorities, while Central licences come from FSSAI’s regional office. The whole process runs on the FoSCoS portal; an inspection, where ordered, is carried out by the food safety officer of the area.

Food businesses in Siwan: who needs FSSAI

Restaurants, marriage halls and caterers do strong business in a district where weddings are timed for when family members return from abroad; sweet shops, bakeries and grocery wholesalers supply the same demand. Caterers who cook at different venues need their own registration or licence — the hall’s licence does not cover them.

What applies to each kind of food business

Restaurants, Dhabas & Caterers. Once licensed, an eatery is judged on its kitchen: potable water with a test report, food handlers with annual medical certificates, at least one person trained as a food safety supervisor, cooking oil that is not reused beyond the permitted limit, and the food safety display board on the wall. FSSAI’s hygiene-rating scheme scores exactly these points, and larger chains must also show calorie information on menus.

Sweet Shops & Dairies. Milk products are watched more closely than most foods. Items made with vegetable fat instead of milk fat have to be sold and labelled as analogues; passing them off as paneer or khoya is treated as misbranding. Sweets and namkeen packed in advance in sealed boxes are pre-packaged food and need a full label, while sweets weighed out in front of the customer need only the “best before” date on the tray.

Kirana & General Stores. A grocery store’s duties under food law are mostly about what sits on its shelves. Food must be bought from registered or licensed suppliers, kept apart from soaps, detergents and pesticides, and sold within its date. Edible oil is to be sold only in sealed, labelled packs rather than loose from a tin. The registration certificate, or the food safety display board, should be visible to customers.

Why the category and conditions matter

  • Complaints from customers go straight to the food safety department through an app, and trigger inspections.
  • Selling a vegetable-fat product as paneer or khoya without declaring it is among the offences food safety officers pursue most actively.
  • When a sample fails, the shopkeeper is protected only if he can show a bill from a licensed supplier.
  • The FSSAI number must appear on labels, menus, invoices and at the premises — buyers and platforms check it.
  • Banks, landlords, marketplaces and government schemes for food units ask for the certificate as basic proof of a lawful business.

From category check to certificate: our process

  1. Category check. You tell us what you sell and your turnover; we confirm whether registration or a licence applies and under which kind of business.
  2. Documents. You send photos of your ID, a passport photograph and proof of the premises over WhatsApp.
  3. Application. We file on FoSCoS, pay the government fee and share the reference number with you.
  4. Certificate. Once approved, the certificate with your 14-digit number is sent to you to print and display, and the annual dates go into our reminders.

FSSAI licence in Siwan: common questions

Register the place from which you run the business — your base kitchen or office — as a caterer. The certificate should be available at every venue where you cook. If you operate a fixed central kitchen, that address is the licensed premises.

Yes. People who handle food are expected to be medically examined once a year and certified free of infectious disease, and the records kept at the premises. It is one of the first things checked in an inspection.

Sweets packed in advance in a sealed box are pre-packaged food and need a label with ingredients, net weight, date of packing, “best before” and the FSSAI number. Sweets weighed and packed in front of the customer do not, but the tray must show the “best before” date.

Food safety rules require edible oil to be sold in sealed, labelled packs, because loose oil is the easiest to adulterate. A shop selling oil loose is at risk in an inspection. Small packs and pouches from a licensed packer are the lawful way to serve customers who buy in small quantities.

If your turnover is now below the revised ₹1.5 crore limit, you may be able to convert a State licence into a registration, which carries lighter compliance. We check your figures and tell you whether converting is worthwhile.
